The Bombay High Court at Goa questioned the Election Commission on October 1 over rejection of Form-8 address-change applications during the Special Intensive Revision of electoral rolls. The case concerns a family that moved within the Santa Cruz constituency and challenged the omission of its members’ names from the roll.
Justices Valmiki Menezes and Amit S. Jamsandekar asked whether applications could be kept pending and considered after the revision instead of being rejected. The bench expressed concern that shifted voters could otherwise fall between the old and revised records. These were observations during an ongoing hearing, not a final ruling cancelling the revision.
The Commission’s counsel argued that Form 8 requires an existing entry and that a person omitted from the draft roll should use Form 6 for inclusion. He also questioned whether the petitioners had informed authorities of their move at the proper stage.
