Delhi Police’s Special Cell, working with central agencies, apprehended two Union Home Ministry officials in New Delhi on September 28 after the ministry said it received specific information about alleged illegal activity. One official is a senior accountant posted in the ministry’s Foreigners Division; the other is an accountant in a Pay and Accounts Office who previously worked in the Foreigners Division.
The ministry said the two officials had allegedly sought illegal gratification from an association in return for facilitating its pending registration under the Foreign Contribution (Regulation) Act. The available statement does not disclose the association, the amount allegedly demanded or whether any money changed hands. The allegation is an official investigative claim, not a judicial finding that either official committed bribery.
According to the ministry’s account, the officials were suspected of using their familiarity with the registration process to present themselves as intermediaries. Their apprehension does not by itself establish what role each person played, whether formal criminal charges have been filed or how a court will assess the evidence. Those questions require the investigation and any subsequent proceedings to be followed separately.
FCRA registration is required for organisations that want to receive foreign contributions lawfully, and the Union Home Ministry administers the system. A pending application can be approved, refused or returned for further information under the legal process; an official’s alleged offer to facilitate an application is not proof that the applicant was entitled to approval or that the registration itself was granted.
The ministry warned organisations and non-governmental bodies not to engage intermediaries claiming they can secure registration or renewal, and directed applicants to use the official online process and grievance channels. That warning is a preventive response to the alleged conduct. No conviction, completed disciplinary finding or final case outcome was announced with the apprehensions, so later police, departmental and court records remain necessary for accountability.
