Alandi Municipal Council sealed the premises of Winners Academy on October 2 after an inspection found no municipal record of the business licence or no-objection certificate required for its activities. The action came a day after eight students from the coaching institute drowned during an outing to Diveagar beach in Maharashtra's Raigad district.

A team led by the council's tax department head, Seema Charve, carried out the sealing on chief officer Madhav Khandekar's instructions, with police present. Loksatta and Pune Pulse reported on October 2 that there was a fresh civic order following checks of the establishment and council records. Officials also said inspections of other coaching centres would examine compliance with permission requirements.

The sealing is a separate development from the October 1 drowning and recovery operation. It addresses the council's finding about permission to operate from the premises. It does not, by itself, establish why the students died or determine criminal responsibility for the excursion.

The tragedy has prompted questions about supervision and arrangements for student trips. Those issues require their own investigation. The reviewed accounts establish the municipal action, but contain no final judicial finding against the academy over the deaths.
