The National Human Rights Commission announced on October 1 that it had sought a report from Telangana authorities over allegations that a 12-member family from Uttar Pradesh was held in bonded labour at a construction facility in Bachupally. Its notices give the state’s chief secretary, police chief, district magistrate and Cyberabad police commissioner four weeks to respond.

The commission cited a September 30 report alleging restricted movement, abuse, inadequate wages and unsafe living conditions. It said those claims, if established, would raise serious human-rights concerns. The rescue is background to the new notices; it is not being reported as an October 1 operation.

Officials have been asked to account for the rescued people’s whereabouts and immediate care, the criminal investigation, release certificates and rehabilitation support. The commission also sought a longer-term plan, including return to Uttar Pradesh if the family wants it. The notice does not itself establish an employer’s guilt.
